publishing free contents

I want to publish my free themes in ovi store without spending $$$$
It costs a lot to sign them all as well as creating a developer account costs never the less.

Although I know its impossible but may be some could help me out.

To publish themes, you need to be a premium level publisher. My hunch is they have their own forum, so I think unfortunately no one here will be able to publish them for you.
