i dont want to let user to press 1,2,3,4,5,6,7,8 buttons on the nokia mobile phone. I mean mobile should not respond when user presses any of those buttons. Please help

What you are asking for sounds really really bad. You must put this in a context that makes sense for the phone user to have such a feature enabled.

Please note Symbian Signed's requirement that the user should at any given time be able to dial emergency numbers (e.g. 911 or 112). If your application block such operation it will never be certified.

Do you want to do it at your application level? Also as mentioned above explain the exact scenario and use case.
