my application need to link against to RtpService.lib and my app. doesn't
see this DLL. although i copied the new EPOC32.

It will be helpful if you point us to the class you are using . I fear it is from some AddOn SDK dll

CRTPAPI which is exist in <rtpapi.h> header file
