Can I get cell Id of 3 or more cell towers in range and their signal strength ? using Java or Symbian or any other platform on any Nokia device ?

As far as I'm aware, there are no published Java or Symbian APIs for this.

Java is layered on top of Symbian and does not have direct access to hardware or the cellular software stack.

Depending on the implementation, the cellular software may or may not have an interface for showing this information. It probably has for the manufacturer's test/diagnostic tools, but it most likely not documented for sharing with Symbian application developers.
