How to encode 8 bit massage with out data header

Dear Sir,
Hello, I have one massage in PDU format; I do not know how to represent this data. Because most of the data bytes represent graphics characters. Is this data is Encrypted? Please help me.

This message is encrypted in IA5 characters. Look for the default GSM alfabet on how to decrypt it to ASCII characters.
