WAP 2.x VS WAP 1.x - what MMS needs?

Even though it was only in WAP 2.0. that MMS specifications were published (MMS Client Transactions, MMS Encapsulation, MMS Architecture Overview), it is said that WAP 1.x is enough to implement MMS over it.

Could you comment on these two facts?
