seems to be intermittant up and downness atm.
I see all kinds of weird behaviour in the backend ATM also.

Yes, and no. Of course, I agree that planned and even unplanned downtime should be communicated to those who need to know as early/soon as possible.
But still, sending of an email does have a cost associated with it. Excluding the cost for developing a system/mechanism to send emails to a list of those who need to know, there are still costs that you can allocate to the activity; cost of the time for the person doing the sending, cost of the time for the person or persons sorting why some messages were not delivered, cost you can allocate to the use of processing time, storage, and network bandwidth, etc. I.e., this type of activity is not "free" for any organization, even if there's no separately charged fee per sent email message by the ISP.
