[Moved] SDK documentation wont start

1.When i am clicking on sdk documentation link or eclipse.exe i get the the following error code whose screen capture is attached.
Plz tell me how to solve this.

2.Also while enabling Epocwind.out in the emulator,clicking on tools->preferences,says JRE 1.4 required to run the Ecmt Manager.
How to solve this?
