bldmake returns error

I have Symbian S60 3rd Edition Maintenance Release. When I try to make files, I get the following error:

c:\symbian\carbide\workspace> bldmake BLDFILES
BLDMAKE ERROR: ERROR: First CPP executable found in path is in C:\Program Files\Common Files\Symbian\Tools\,
but the required CPP.EXE was expected to be found in a directory
with a name ending in \GCC\BIN\, where the Cygnus tools
this program depends upon are stored.
Is your path set up correctly?

I have tried re-installing the SDK several times, and also different versions but all in vain. My OS is Windows 7 and I've successfully the same development environment on another machine without any problem.

Any ideas whats going on ?

Whats the perl version? Note that you would need to install 5.6.1 build 635/638 for it to work fine. Also note that you would need to install as administrator.

I have perl 6.5.1 build 635 installed in c:\perl\. I installed it using administrator account and it is in my path as well.
