unable to execute file for security reasons(-46)

Hello Everybody
I am working on S60 5th edition device.My project requirement is that my application should support
multiple languages.I have done the localisation and it is working fine in emulator.But when i run the program on device it is showing the error "unable to execute file for security reasons(-46) ".Can anyone tell me which are the capabilities ,that i am missing.
