start active nokia server

I installed Active server 2.1 on my pc, and I use Win2K. I start it, but Cluster server doesn't run. Please help.

You should add components to the cluster before it will start runing. Components are Database, Traffic Broker and Server Core. After you have defined start them in the order DB, TB and SC.
