Why would you have a need to distributing them ?
Check nokia_corporation_end-user_software_agreement.txt (it is usually located in S60Doc\terms).I would say 'No' as the answer. However I would not necessarily care. yucca, i have one little project i am working on and i need *.lib modules because downloading of sdk is too huge and all i need is *.lib files.
Allso, elf2e32.exe
btw, lib files do not contain anything else than imports, so i could make one huge *.inc file, but it would be tiresome to make all imports...
But i will figure something :)

Ask the folks at the Symbian Developer forum.
They might have a better solution for you if you want to stay 100% legal!
