WAP Push URL

I am a newbe on the WAP Push technology.

What I understand at this moment is that a request for a session is initiated on the recipient terminal.

But where do I address the message? And on which channel?

Can I send the package to an URL/IP of a global Push Server (PPG)? If so, which URL may that be? Is it free of costs? Do I need an account there?

Or do I have to send it to the phone (binary SMS)?

Please help me out here... if you can.
