VOIP Without connecting to a telecommunications network?

Is it possible for my nokia phone to call without having access to a telecommunications network (e.g. verizon) but use an application of some sort, like a voip to call friends for a minimal cost (see: free )? Are there any applications or companies that perhaps provide a satellite phone service that is cheaper than the average telecommunications network and still provides great service?

It depends on which mobile you have ?
Does it support VOIP?

Currently Skype is providing this service.

I have a Nokia e72, how do i find out if it supports voip? Also, with regards to your comment would i have to get wifi/internet service from a service provider (e.g. verizon) or is there an independent company that I can get service from to get me internet connection?
