The template is targeted to N8. It uses ActionsScript 3 so it will not work on any other device. the WRT part can of course be modified to fit a smaller screen size and you can then use the native media player to play the videos. But out of the box, no.

It depends on what you mean with "web TV". If you mean the "web TV" technology meant by this forum, then it is more or less = video streaming. For that, check what devices are supported (e.g., if "S60 3rd Edition Feature Pack 2" is supported, then look up all the S60 3rd Ed. If by "web TV" you, on the other hand, refer to some mobile TV broadcasting technology (such as DVB-H, Digital Video Broadcasting - Handheld), then you can use the same device specification page to see if your phone is listed to support DVB-H (note that in the case of DVB-H, you would also need a DVB-H broadcasting network to operate in the area, and there are practically none, as the technology never really took off).
