publish encryption utility

Hi, I'm an Ovi store newbie and have not yet published there. I recently re-wrote, from plain C into Qt/C++, an encryption program. I would like to publish it on Ovi store but then I heard that it might be complicated to publish this kind of software.

Is it per definition IMPOSSIBLE to publish software that is used for encryption of messages/files on Ovi Store ?
