do any nokia phones allow gps navigation without having a service at all?can i use a bluetooth gps
with ovi maps or nokia maps without activating the phone?
if so, what would be a good phone to purchase?

With Ovi/Nokia Maps, you can use the Nokia Map Loader on a Windows PC to preload the map data to the phone for selected countries/regions.

The A-GPS needs a net connection, if you want a speedier initial location fix.

Also, if the search fails locally, the Maps app needs to go online.

will the maps in the nokia c6,c7 or n95 work with no active service plan? Would i have to pair up with a bluetooth gps.
What I would like to do is purchase a new nokia phone and use it as a gps without having to pay a monthly service fee.
I was thinking this could be accomplished by pairiing up with an external bluetooth gps and using the map application in the
phone.Also, can the maps be cached onboard the phone via a network connection using wifi.

Those phones have built-in GPS, so you don't need an external, Bluetooth GPS reeiver.
