To publish content to Ovi is signing application is compulsory?
It depends on what tools you used to create the app. Symbian apps must be signed or they won't install at all, for example. Note that for Symbian apps, you can request Nokia to do the signing for you, or you can do it yourself via Symbian Signed.

Am using Qt for Symbian. Is self sigining provided in Qt is sufficient?
Signing is depend on your capabilities.
You can not do self signing on each application that you develop, it depends on the capabilities it uses.
Check here : http://wiki.forum.nokia.com/index.php/Capabilities
Best regards,
Qt apps are same as Symbian C++ apps as far as signing goes; either you go through Symbian Signed or as Nokia/Ovi to sign it for you. (Self-signed Symbian/Qt apps won't be published by Ovi Store, as far as I know.)
Dear pavanputhra,
To publish your content to the Ovi Store, it is mandatory to have it signed. As mentioned in the discussion, publishers can choose to have it self signed through a third party signing company or through Nokia. If you sign throught Nokia, you can only publish your content in the Ovi Store and no other channels.
If you have further questions, please don't hesitate to contact us.
Best Regards,
OviBecca
You can also sign the app by hand, which is what I do.
basic process is lutlined here, aklbeit you should use the newer scripts:

Hey.... While uploading the Qt app to Ovi, there is "Symbian Signign Type" field. One of the option in that field is "None". What does it means?
What is AppUID ( Symbian Application UID3 ) means?
this has been discussed also in other threads... Qt / symbian / Nokia programming is quite new to me so I'm not sure but...
"4. Ovi Publisher submits their app (unsigned SIS file with the UID provided) to the Ovi Publish tool."
is written on: http://www.forum.nokia.com/Distribut..._signing.xhtml
and
"Once you have completed your development and testing of your apps, upload the unsigned version to Ovi Publish using the Nokia provided UID – Only this UID will be accepted for unsigned content."
reads on the publishing main page once you have registered as a publisher.
Those bolded texts made me to select "None" for signing type.
UID3:
"A UID (Unique Identifier) is defined in this context as a number in the 32 bit range 0x00000000 to 0xFFFFFFFF. Individual numbers from this range can be allocated to named entities and used for various purposes. For instance, the UID3 in an MMP file (or TARGET.UID3 in a Qt .pro file) uniquely identifies the binary (EXE or DLL) within the system."
You get your application UIDs from nokia when you sign as a developer.
Send mail to publishtoovi.support@nokia.com and tell them that you would like to be an OVI publisher... You will need to print/sign/scan/email the contract they send you. After that you will receive all the necessery information / files:
- Nokia assigned UIDs
- developer certificate
- developer key
- developer certificate installer
It only takes (or took 1 month ago) couple of days to go through this mail exchange... After that you will be able to package the sis correctly so that you may send your app to the Nokias free signing program...
or, if you have a limited company, just get a publisher ID and start signing yourself.
