I'll tell you for me, which according to your question is NOT using Nokia free Signing.
- 200 euros for a Symbian publisher ID. This implies that you have a company, and VAT registration, which depending on the country is a different procedure .
- 1 euro for Nokia registration (it was 50 euros a few months ago).
- 10 euros per app for Express Signed with Symbian. It is possible having to re-sign your app (and pay 10 euros again) if it fails OVI QA and that implies having to modify the source or package and rebuild the .sis file.
Using Nokia free signing, I think the entire costs amounts to just 1 euro. But a different contract has to be signed.
What RomanAge said, unless you are using Qt or your app uses certain dependencies. A Qt app needs to be signed twice so it cost 20Euro per express signed app. An app that needs to go to a signing house I believe is around 150 Euro.

Yes. For Symbian based phones, Qt apps need to be either self-signed (if you do not require Symbian capabilities/privileges beyond what self-signed allows), or it needs to be Symbian Signed (via your own publisher ID, or if you distribute only through the Nokia Ovi Store, then with Nokia allocating you the required UIDs and having it signed for you).
Unsigned .sis files will not install at all (not since Symbian OS v9.0).
