I have google qt_installer.sis but don't find it.

then does that mean that online installing qt on symbian device is the only way?
but my phone is 5230, gprs is the only way to connect internet. You know GPRS way is expensive and qt installer is about 10M. this maybe cause the user would not install qt application.

so I think the latest qt_installer.sis should be provided and the user can install it on symbian device by PC.

same problem was for me. You may just try to use \NokiaQtSDK\Symbian\sis\qt_installer.sis from NokiaQtSdk

No, this is not a point. The use case is like if you are installing Qt-based software to a phone. The devices belongs to a kind, where gps is off (parents don't want to pay for connection). This is fairly common case. In this scenario user should install qt.sis via PC synch. Unfortunately there is no public location for qt.sis accessible for end-users.

You can always embed the Qt component .sis files in you app. If you study the .pkg syntax I think there's a way to do the install of the components conditionally. But it'll be a large .sis.
