I am a fresher in the field of mobile applications.
Can anybody plz tell that can we develop our own OS to port on Nokia devices, if yes then what a person should know in advance to do so.?

Nokia Series 40 or Symbian/S60 phones do not let you replace the built-in OS (firmware) with your own (Nokia does not provide the required hardware information, or tools and signing certificates to make a firmware version that the hardware will accept/boot.)

But its quite disappointing to restrict people to do so...

Can you plz tell that what is lowest level upto which we can work on nokia(symbian) mobiles... ?

Drivers propably would be the lowest level in general. Anyway, what it is that you would have in your mind ?

As I am a fresher in mobile phone applications domain so I am very curious to know that up to which level we can make these devices work according to our requirements AND mobile phones are far more close to our life than normal computers so by working in this domain we can do more significant things...

Then basically just figure out what you would want to do, then you can make more focused searches on possible APIs for doing the tasks. Also do get the open source parts for symbian^3 so you can study on the parts you are interested.

So far Nokia does not release detailed description of device hardware (which would be required to create drivers), and generally it does not support customizing the firmware at home.

If you're really interested in low-level Symbian development check out the Wild Ducks project - Symbian running on a BeagleBoard with a separate modem board and LCD with touch panel.
