ovi store is it really 60:40 for distributors?

I am investigate distributor payments by ovi store
It should be at least 60:40 for distributors
It's ok in more or less all countries but in USA it is 10%

Let's say for 20pc it is 2,86euro

20ps it's 20x0.99USD
USD/EUR is 1,32
60% and we get 8.97eur

Anybody know why ?

might have something to do with some of the sales not being paid to Nokia by the operators.

How/where can I get breakdown reports?
