Carbide.c++ Symbian Developer Certificate Request Plug-in Link Broken

I am looking for the Symbian Developer Certificate Request plug-in for Carbide.C++. The current link http://developer.symbian.com/main/do...arbide.c++.exe brings you to a Symbian Foundation is completing its transition to a licensing body page. Any ideas where this plug-in is located now?

What path you are following exactly?
If I open http://www.symbiansigned.com, click on "Symbian Signed Tools", it brings me to FN Wiki, and after that everything (including "1.4 Certificate Manager Plugin", and its download page) keeps me here on FN.
