Maybe you could let us know in which way you signed your sis file with the key/cert pair, which tool are you using?
I was using the signsis tool on the command line, passing in the SIS, cert and key as parameters.
This takes my unsigned SIS file and creates a signed version which seems to be a SISX file.
What UID are you using for the file? 0x2 UIDs may NEVER be self signed!

Yes, the UID begins 0x2....
All of the 5 UIDs I received when I applied to Ovi Publish beging 0x2....
Are you saying that I can't use the dev cert sent by Nokia to test my app at all?
I think the #10 already indicated that you are using the correct certificate, thus did you do what I asked to do in #11 already ?

I definitely installed the SIS that came with the cert/key onto my device.
I'm running out of ideas so I think I'm going to have to contact Nokia when I'm back in the office tomorrow.
Does anyone know if there is any way to check that the certificate installed by the dev cert installer SIS provided by Nokia is the correct one?
