Find application mode, is it idle or not

Hello i want to send stored rms data using http connection when application is on idle mode

so when user is not doing anything with application at that time my thread will invoke and send RMS data to server

for this requirement i need to know how to find application is weather in active mode or idle mode.

You can keep on checking the last key/pointer pressed time and if this is more than a particular time, you start the serer communication and start uploading the RMS data which you have to read from the RMS. Other than this there is no specific API to get that whether the app is in idle or active state.

i am thinking on some other way. if i found that screen lights are off which generally set off after 15-20 sec idle state

so if i am able to get screen light status i can do my task easy
is it possible to get screen light status?? how??

Yeah your idea is also good, however you can only make the back light ON and OFF but you can not get the status of the same. Therefore I wonder if this can be done by following the Back light concept.
