Where to get symbian signed tool tcp12p8

Hi,
I recently purchased a publisherID from TC and now I want to use it for my application, but unfortunately the tool tcp12p8 (required to create offline certificate keys) on symbiansigned websites's tools section is not working, it redirects to http://developer.symbian.org/wiki/in...n_Signed_Tools, which gives 404 not found error.
can anyone please tell me where to get this tool.
