And yes, you can test PA with devcert (it also works with self-signed to an extent).

With devcert, after putting the SD card into the phone and waiting for the installation, an untrusted note appears and it shows you can install the application via Application manager.

No, it is not. You have a problem with the app packaging.

The untrusted note may indicate self-signing.
When testing PA packages, I would advise Formatting the device as well as the memorycard after each instalaltion attempt. That way you would have a real fresh device to start the testing with. thus check whether it helps, and then if not, so check your certificate once more.
By the way, just to add to Jukka's explanation: the message does not name the application, this is why it is important to not have other, unnecessary applications on the same memory card. The message can be triggered by some other (really self-signed) app too.
