Personal publisher account- registration number

I am trying to create a personal publishing account., but it asks for Business Registration Number. i heard that personal accounts do not require the registration number. still it asks for it. What should i fill it with? Actually, im currently not involved in any business, so i dont have the number.

if your account type is Personal, you needn't fill it
