I think it can be done using API partnering.

You can find a Support link on the bottom of this page, that is the place where a paid technical support request can be initiated, which may result in API partnering (granting you the access to internal API-s). However it costs a lot of money, and personally I would not bet on that the Camera supports extensions to its default menu.
A free alternative you can try is requesting access to the Symbian^3 source code (it is described on http://www.symbian.org, note that the FTP is supposed to be alive only for a week from now - at least that was the original plan). The source code contains the Camera application too, so you can check if it supports any extensions.

Not lot really, considering what you are getting with that small amount of money really. Anyway, I would also suspect that there would not be any API that could help on this case. Anyway, you could always check whether the Symbian^3 sources would include sources for the camera applciation, then you could see whether it is uisng any extension ways on its menu system, for example AIW service providers, and if it would, then you could see whether it is actually specifying the loaded AIW service providers, or is it actually loading all providers of specific type. and if it is actually just loading sepcific types, then see whether you could make one and get it loaded..

All and all, a bit academic discussion on possible things, and either you could use the Technical support to get it checked, or do your own investigation.
