When I have question, I can only send mail to publishtoovi mail box, which respond or not just depending on itself

Please help me on these questions:

1. After user purchase one app, need he pay when to download the application again?

2. Many customer complains in the comments about the difficulties to download the paid version application. Is it a common problem?

2. its somewhat common (it used to be more common but some fixes were made)
