Symbian Signed and Ovi/Nokia Store are two different things. I try to get your thread redirected to the proper board.
Account verification is done using a Publisher ID (it can be bought from TrustCenter, http://www.trustcenter.de/en/product...de_signing.htm), but it is not available for individuals. Without verification you can use Symbian Signed for "personal" purposes, getting developer certificate for a handful of devices.
