If you really succeed in getting a Publisher ID from someone and 200$ in addition, you should rather change occupation and focus on social engineering in the future.

As said the publicer ID is personal (for a registered company), thus they are not supposed to be shared that way. However, a publicer can of course sign other developers applications.

1. To verify your account, you need a Publisher ID. Publisher IDs are only granted for companies.
2. The verified account gets more capabilities to the Development Certificate.
