So I got a N950 from Nokia, flashed it to beta2, but I cannot enable developer mode.
Every time I try, and confirm with OK, then accept the dependency notice, it then immediately says
    Download failed
    developer-mode
    Can't complete the download.
Connection do the application provider was lost. Try again later.

And Try Again does the same.
I have tried many times, as well as rebooting, enabing installing apps from non-store locations, updating the applications (apt-get update I guess) and trying again on a different day and time...

Without more information in the error message, and without a terminal (catch 22...), I can't find out what it's trying to download exactly, to see if it actually exists..

Do you have a proper network connection at the time? Either WiFi or cellular?

Have you tried re-flashing and switching to the developer mode before you restore the backup?

Proper stable wifi connection, sitting 1 meter from the access point.

By re-flashing you mean going back to beta1, then enabling developer-mode, then flashing to beta2? Won't that lose everything? I wouldn't think a backup would restore packages, what would be the point in flashing to beta2 then?

    (Sorry I'm a little confused

First off, you cannot go backwards with the firmware versions, so with reflashing I meant flashing the device with beta2 firmware again. No guarantees that this will solve the problem though.

    What I meant was:
    1) backup the device , if you really, really need to save something
    2) move the backup file on some other device (gain if you really really cannot lose some info)
    3) reflash with a beta 2sw
    4) try to turn on the developer mode
    5) restore the backup if you backuped something

If you do not need to save any data just try steps 3 & 4

I tried again a couple of hours ago and it worked for me. I didn't change anything on the device, so I suspect that it was a server problem.

    Ok, good to hear!

I had also this issue with my N9 - cannot download the developer-mode package.

However, I had also N950 that was working with developer mode just fine with exactly wifi etc.. After looking help for the issue I noticed that there is
one setting that you will need to enable first. --> Settings -> Applications -> Installations -> Allow installations from non-Store sources.
After that enabling developer mode was successful.

(I would have expected that enabling dev mode would have set that other setting too... and that error message would perhaps said not-allowed or something else than cannot download.)

Same for me, I'm not aware of any firewall rules in my DSL box where it doesn't work. And on top of that, apt-get uses http to get these .deb packages, right? Since web browsing works fine, how could getting a .deb not work? Puzzling...

Note that proxies (even transparent ones) can play into the picture. The debs are fetched via HTTPS so depending on what the proxy does, it can break the SSL validity.

    Same problem here.

What is the server which is being contacted? Maybe it's down?

Even enabling developer mode is not a problem for me.

N950 software update(39-5) available over the air, you can try to update it.

Trying to get updates doesn't give anything new, it always says "your device is up-to-date" even after pressing the sync button. I never got any updates in that screen, there must be something broken with the package management stuff...

I reflashed it again with beta2, using the flasher from beta1 again:
    sudo ./usr/bin/flasher -a img.bin --erase-mmc=quick &&
    sudo ./usr/bin/flasher -F img.bin -F emmc.bin -f

    382472416 Sep 2 10:34 img.bin
    209661306 Sep 2 10:33 emmc.bin

Same result! No developer-mode package to be found, no updates to be installed :-(

    SUCCESS!

There was nothing wrong with the N950 itself, it was the wifi at the office!
I don't know why it didn't work with that wifi, but as soon as I tried with my home wifi, everything worked fine: developer-mode, getting updates, everything.

    WOO!
