You need a verified Symbian Signed account for that and a separate agreement with Nokia.
You may or may not find unofficial ways to hack/crack your device, but such actions are not legal and they are definitely not to be discussed here.

Note, though that your own app can see all the files in the app's own private folder without AllFiles.

And if you have multiple apps that you have written, all those apps can provide access to all files in their respective private folders via a callable API, and then you can write an additional app that calls those APIs (of course, if the app isn't actually running, then you would have to write for each app a separate server/service that is always running, which'll consume resources a lot, which isn't that sensible to do).

Yes-yes, and we can also add that everyone can freely browse private folders on the secondary/tertiary/etc. drives via connecting the device to a PC in mass storage/file transfer mode, or just checking the memory card separately.

-You need to have good reason why you need that OEM capabilities
-Your app should be inspected with test house
-You need to have Publisher ID in Symbian signed that means you need to have a company

There are no other ways to achieve it.
