there are some in: http://www.developer.nokia.com/Devel...Documentation/ at least.
For Series 40, use the User-Interface Style Guide and its Checklist. If you target devices other than Touch-and-Type, go for the Standard Style Guide.
If you target Symbian, start in the Design and User Experience Library. More can be found at Developer Nokia Design.
A small warning: Because within Java some widgets are missing, do not read those documents too intensively. Rather play with your own phones, envision a user interface and then double check with the guidelines. Going for LWUIT and J2ME Polish is always a thing you should check first, especially if you consider(ed) to use the high-level LCDUI of MIDP.
