i want to know is there any way to locate any cell phone by just knowing its number or get its coordinates??

No, there is no way to do, if all you have is the phone number, uness you are the network operator (carrier) who owns the network for which the SIM card is.

If the phone owner whose whereabouta you are interested in uses a service, like Google Latitude, to advertise its location, then you might get the info, if the person wants you to get it.

If you have right to install any spy software in the target phone then you can remotely monitor the phone without informing the phone user (silently)
