Requested application Access not granted in Symbian S^3 emulator.

I've a .pro file that I compiled into .sis. I also got the certificates and unzipped into emulator/c/data directory. I still get the error saying the Requested application Access can not be granted. And this error is on an emulator. Any reasons why is this happening?
