AFAIK, Nokia has not released Belle for the E7 anywhere yet. Any versions you might find on the 'net are illegally redistributed, and there's no help on the end-user discussion boards for such, either.

Last info from Nokia is that Belle will be available sometime during Q1 using the supported OTA or NSU update mechanisms.
