Joining this Developers forum is merely going to give you access to write in discussion boards and use the resources (SDK, etc). If you mean that you have joined one of the Developers program like the launchpad or the pro, then the point is that you should have been a launchpad or pro member before a particular date to be qualified to receive the developers/Windows device...Atleast more than a year (Developer/company who received the E7 usually would continue with the freebie with the Windows device)

For the ones who missed the bus, the only option if at all is to attend some training events where there is a likely-hood that sometimes such devices are distributed.

If you are from India and a WP developer, you can get a WP device via ‘I Unlock Joy’ program and more info here http://www.microsoft.com/india/developer/windowsphone/
