Does promoting app really helps to gain higher rank in store?

As per my knowledge, more the downloads your app gets it will be placed at top pages, thus creating more number of further downloads. From previous few days it is observed that app's ranking is not changing and its same irrespective of the number of downloads. Does it means it is just waste of time to promote your app? OR because of some technical issues Nokia is not able to update the ranking of the app?

Please note that the top apps are based on the specific download reports. Due to the recent delays in the transaction reports, some apps are not refreshing on the store as intended. Be advised that this issue is already being looked into.
