After audit fail. How to enable express signed again?

Hi everyone.
My company express signed a console program ever.No Ui and No icon.Test Team sent two emails to me. This mail accounts not binding to any mail tool such as Outlook Express. I login the mail accounts on Webpage evey time. I had not logined during this time. and didn't reply Test Team on time. So this audit is fail. The express signed option has disabled.
How to enable this option again?

Check the documentation, as I remember Express signed will be enabled again after you pass applications through Certified signed 1 or 2 times.

Thank for reply. I wonder if I must submit the console program which audit fail to test. If it need. i afraid it still can not pass test.
