Can Symbian Belle or Anna OS can be converted to windows OS.

For example I have a Nokia E7 or C7 and E7 Belle. Can I port the symbian OS to windows phone OS.

You want to install Windows Phone OS on your symbian devices? thats not possible.
If what you want is to port your applications, you need to rewrite them!

It's not recommended to change your OS from Symbian to Windows Phone. However, maybe someone outside there can do flashing ilegally like that.
