Get Cell id

Hi

Is there some way to get the cell id without having a app on the phone
I do have a modem attached to my server I need a way to connect to each phone and get the cell id

There is no way to get the cell ID from remote phones, unless

a) you have access to each of the network operator's systems which the phones are on (not going to happen)

b) the phones run software that send the cell ID to you when upon request (the phones must be models capable of running apps that can retrieve the cell ID, so all phone models by all manufacturers won't work)
