Add featured project timestamp

Project Moderation have started adding the category "Featured Project" to featured projects, so they are more easy to find in Project Explorer.

We have also started adding a featured article "tick" to the home page of featured projects, which you can check out here: http://projects.developer.nokia.com/s40uivisualisation.
