DCS use in smart messages

When Sending text or UCS2 messages using CIMD2 we use a DCS value of 0 (0x00) or 8 (0x08).
In smart messaging a DCS (set for 8 bit data) of 245 (0xF5) is indicated in one document and 4 (0x04) in another.
Can anyone tell me why a DCS value of 4 (0x04) would not be OK?

I don't know. I tried just now with an operator logo, and there didn't seem to be any difference at all.
Anyone else more familiar with 3GPP TS 23.038?

TP-DCS 0x04 is not okay because such a message has no class meaning. For NSM message, it's supposed to be stored into ME memory. Hence, please use DCS value as 0x15 or 0xf5.
