When you say "access", what do you mean?

Do you wish to know what it is? If so, you can make a server-request and see it from the HTTP headers.

Or do you wish to change/modify it? How? Why?

In any case, as Nokia has many different platforms that Nokia phones are based on, and they have different default browsers, whatever the answers are, they will vary by the platform and platform version as far as what they are and what can be done to retrieve or modify/extend it. (In other words, there is no single, good answer).
