How to detect if Mobile Data is Active or not

Is it possible to detect if Mobile Data is Active or not? (Which as I remember introduced first on Belle, Which could be found under Drop Down Menu on Nokia Belle )

RConnectionMonitor API would sound to me something to look into, its been in OS since long time already, so nothing new really.

since Ashraf is referring to the drop down menu, maybe he's asking if it's possible to detect if Mobile Data is "allowed".
I didn't find a way, what i found is that when you try to connect via Mobile Data and Mobile Data has been disabled by user, you get a -46 error, even if you have the correct capability/ies... so, my workaround was to detect that particular error and ask the user to verify mobile data settings/permissions....
