Creating .exe files on a Symbian device is simply not feasible. It is certainly possible, just one would have to port a significant percentage of GCC(E) and Symbian SDK to a Symbian device.

I think you need to start at the beginning and first tell us your skills/background. If you "have never developed anything" then we'll answer differently than if you say "I'm an expert Java developer for backend systems". Do you have C++ skills already

Secondly, what are you are trying to achieve? What sort of apps do you want to write. Why have you picked Symbian? Why have you picked Symbian C++. Do you plan to sell the apps or is this just because you got a new phone and are interested in finding out what development you can do with it.
