Assuming Series 40 devices (since you asked the question in the Mobile Java board), no.
However there are some devices (but not Series 40 ones as I know) which support USB OTG (http://en.wikipedia.org/wiki/USB_On-The-Go), where there is power supply on the port.

Is there somewhere a list of devices supporting USB OTG?

The device search can help. Devices above, Device specifications, Expert device search (blue button, top-right region), and it is Connectivity, local connectivity. And yes, I was wrong, now I remember that OTG was introduced to Series 40 devices first. So there are actually a handful of Series 40 devices supporting it. A simple search for USB OTG and a search for USB OTG 1.3 will produce different results, by the way.
