How do I publish wallpapers?

How do I go about publishing a wallpaper via Nokia Publisher?

I can only seem to submit themes and apps...

Basically.if there is no option for the content, then you can not sell them as content. Anyway, you could always try making your own server delivery for the stuff, and then using In application purchasing for the purchasing process...

Not really too easy, but at least it would be a way to do it..

Other people are selling wallpapers on the store so why cant I?

So I would have to convert a wallpaper to .swf format to be able to publish?
